As a displaced salmon fisherperson, I have participated in pubic debates, hearings, panels, etc for over 20 years. A number of things have become clear if we want proper representation at the table for discussions and input that can lead to good policy development/change.

1-In order to get people to the table in the first place, there must be an understanding that there are options within the federal requirements, and that is why the outreach is being developed - for local interests to find local answers to local problems - and to understand how participating will improve the quality of life for all concerned.

2-This process is similar to mediation in that it won't work unless you have the right interests at the table. You will discover who these people are through the process of interviewing potential interests.

3-The table must be balanced in terms of power or the effort will not head in the right direction. People who have little money but alot of direct understanding and intelligence need to be at the table, and need to be compensated for their time and effort. Often you will see people at the table who have excellent full time jobs - and being there is one of their jobs. This automatically sets up an inequality.
