Paul makes the excellent point that there are many "publics" -- with various interests, concerns, levels of technical sophistication, etc. The successful history of the TRI shows that more is better -- people will use information creatively if it is there and in analyzable forms. Paul is also right to ask: "information for WHAT?" The good answers he suggests are prevention, intervention, vigorous enforcement and solutions. Let's hope these are EPA's goals for public involvement, too.
