I would agree with David and Fred in the equality issue however along those same lines of equality the meetings, information, and any other types of information dissemination needs to ensure that the participants are equal. By this I mean that in order to truly appreciate the views of the participants, the participants cannot feel threatened to voice their opionions.

In so many cases, when public comment participation is requested it is in a location that promotes individual participation from experienced, hands on, influential people. (ie engineers, planners, etc.) I am not saying that this is bad, but a rural community leader or ordinary citizen would feel threatened by the environment in this type of setting and will not vocalize their concerns.
