Bingo! It takes a LONG time (many months) for a proposal, dialogue, perceived threat, etc. to percolate into the public consciousness in a community deeply enough for there to be real public involvement. Even the local organizations which may facilitate public involvement often need months to re-adjust their work to allow a focus on a new issue or a need for significant public involvement.

The goals should be adjusted to reflect this fact, i.e. that many months are required for notice, FOCUSED outreach, and true public participation.
