Joan, I just want to thank you for an excellent description of the distinction between assessment and testing. We often use the terms interchangeably in the education policy arena. Keeping the distinction clear as the Master Plan gets refined should contribute to producing a document that easily understood by those who read it and those who are charged with implementation of its various parts.
