Recommendation 34 is crucial for the future of school districts in California. However, the committee should make it stronger by recognizing the need for superintendents, particularly in the large urban districts to be the chief strategist and executive officer of the school board. A strong school board and superintendent are necessary for dealing with educational ineffectiveness and inefficiency that are currently characteristic of large urban districts, the results of cultural inertia, process fragmentation and lack of a strategic thrust at the district level.
