Community College students might not capture significant revenue through the "Hope Tax Credit" program. That program is essentially a middle-class benefit and would yield some benefit for some of the families of our younger students. Our most significant loss is actually in the Federal Pell Grant Program, not in the tax credits -- but either way, we are losing federal money. These are multifaceted issues (which is why fee policies need a closer examination and the state needs to undertake better student aid research).

Also...I'm happy to say the State has already figured a way to take care of those who cannot pay...EVERY resident student enrolled in credit coursework in the community colleges can have his or her full fees waived if s/he demonstrates financial need. The "BOG Fee Waiver Program" is the original state entitlement program and serves nearly 1/2 million students per year at this time (and serves more each year as our outreach improves).
