I have looked for a major section in the Master Plan dealing with Spending as opposed to Funding and I can't find it. I often can't find something right under my nose, but is there a section addressing the plight of Districts facing massive budget cuts (accomplished through Spending Cuts)? Music and Arts get the axe while bloated administrations rumble on, alledgedly. These at-risk Districts got that way through mismanagement (in our local case, at least). Surely the Master Plan can both preempt similar crises in other Districts and also provide guidance for repairing the damage.

The "per-student" model at least makes it "fair". "Adequacy" seems to be subjective and totally dependent on the local school board and administration to make cost-effective choices. Changing the Model almost invites mismanagment, doesn't it?
