The current funding model looks at seat time as if "showing up" is the behavior we most value. Perhaps a model that looks at "outcomes" would allow administrative and facility restructing so that learning institutions become "certifiers of competency." Movement through the multi-levels in educational systems would be based on student-demonstrated, measurable skills and abilities rather than attendance, effort and participation rates. Paths to competency are multi-varient. Institutions would be responsible for the value they add to the student's preparation for advancement.
