I have hard time understanding what is the beef here. Sporadic minor hiccups cannot be avoided in any system that tests 5 milion kids annualy. To Calif. credit it does not hide them, and fixes them as soon as it can. Not that there are so many of those around. And how HSEE "discounts all the prior years of education"? By demanding that when children graduate high school they can handle 7th grade material? With 4-5-6 chances of repeated exam taking? Please, give us a break!
