In the context of this topic 'productive' appears to be related to workforce and business issues. Improving the quality of the citizenry sounds like a nice abstract goal, but in this context "narrow vocational training" may be more valuable to our society than philosophical rhetoric.

I suggest that the state should consider spending a bit more training auto mechanics and a bit less educating philosophy majors.
