In addition to discussing unification of smaller districts, will you also consider proposals for breaking up larger ones? What is the optimum size, particularly with existing technologies? It seems to me that the purpose should influence the scale required. For example the 11 Professional Development Consortia regions seem to be both effective and efficient in delivering professional development services. The Calfornia Technology Assistance Program regions are another example of achieving efficiencies through regional delivery systems. |
