Jeanine and Senator Vasconcellos have it right. The opportunity for "customizing" teaching, learning, AND assessment has never been more profound. Key to making a conceptual breakthrough on these matters is understanding that we all have learning differences and that these exist on a continuum. Adaptive technology can help EACH learner master skills and concepts in alignment with her or his learning profile and can help those in a teaching role assess the level of mastery quite outside the realm of typical bubble tests.
What we need to understand, though, and why a Master Plan is so necessary, is that schools are focused on institutional outcomes and needs, and not on the learner. A learner-centered approach to educational planning would be revolutionary.
