Additional comments on student learning

Regarding "Access to the Conditions That Promote Learning" a key experience
should be added - that of having an enriching environment, no matter what
the families circumstances.

Regarding Recommendation 1. I think the wording "low-income families are
least able to provide ... enriching experiences supported by research.." is
condescending, biased, and incorrect. My (limited) understanding of the
research is that low income families are just as able to provide enriching
experiences, but are not as knowledgeable. The wording should say "low
income families are least likely to have access to heath care and
information about how to provide an enriching environment..."

Recommendation 2.2 places too much of a burden on schools. We already do
not have enough space, enough money or enough time. Perhaps it should
recommend that schools coordinate with local agencies to provide these
services.

Recommendation 3.1 places too much of a burden on the classroom teacher.
There should be a transition program, but having an individualized plan is
over the top.
