I am concerned that the Plan does not appear to address the area of special education except in very vague references. Has the plan developed a method of addressing the needs of special children? For example, do you propose special day classes, placement in regular classes, or some other process to help these students become productive members of society?
If the plan recognizes special children, what is being proposed for teacher training to help prepare professionals to meet those children's needs? Or, does the plan intend to just continue reclassifying the children to allow districts to place less prepared teachers in those classrooms?
