A master plan should include plans for how you will accomplish your goals. How will you hire an expert in calculus to teach when he can make double in the private sector? Forcing a biology major to teach algebra II will not produce student learning. The first thing a master plan should do in order to provide quality education is place a qualified teacher in the classroom. If you don't do that, nothing else will make any difference.
