I am a parent and a business person. I had my K-12 education in Turkey. College and post-graduate education in US. Master Plan should connect all the pieces together as much as possible. Every step should have its goals and standards. Those who meet those move on to the next. If can't,you're given another chance and/or another avenue to move in your own direction.
