Districts are confused about the technology plan and what is required. Districts need a step by step process to complete appplications. The informational and technical assistance is not readily available to schools. Are districts truly getting discounts and funds to fully develop a comprehensive technology program? Most districts feel this is a waste of time. They may not say it publically but that is the general tone.
