It is still not clear how the consortium's are to be formed How will the discounts be determined if the bandwidth for ISP service is aggreagated. Who determines the best Infrastructure for a consortium? What happens when the bid requirements are placed on the "bid server" for four weeks. How we sort out legitimate providers from those that are low cost but probably will not be able to deliver the services that we require?
