How I heard about Universal Service: Pennsylvania: word of mouth

My experience in this area:

As a consultant librarian dealing with 34 libraries of varying sizes, the importance of universal service and cost effectiveness are important to the 19 funding bodies who fund the libraries. I have been reading everyhing I can get my hands on which deals with the impact of this on libraries. I am a novice in this area and feel as if I won't be contributing much--more like trying to gain as much knowledge as I can to help my libraries.

What I hope to learn:
