My experience in this area:

As Chair of the White House Conference on Library and Information Services, and previous Chair of Legislation Implementation for WHCLIST I have been involved in the advocacy for passage of the Telecom Bill and have organized the membership of WHCLIST via a Hotline to be involved and knowledgable about this material. Presently I serve on EdLiNCPA and have closely followed the developments both nationally and statewide.
