Try to make your messages as concise as possible. Messages should typically not exceed two screens of text. Be sure your subject headers reflect the topic of your message. This makes for easier reading and sorting. We encourage everyone to contribute their perspectives, ideas and questions. Plan to read messages in the ongoing discussion on a daily basis and offer your opinions and responses at least once each week. Try to respond to the online surveys quickly so that we can tabulate results and present them to the group in the brief time available for the seminar. There is a wide range of professional and technology experience among the seminar participants. Please feel free to ask questions about any issues which you find confusing or for which you need further clarification.


Management of the Discussion

Bob Carlitz serves as the discussion moderator. He will post discussion questions and guide the general direction of the seminar. Laurie Maak is the discussion facilitator. She will encourage participants to contribute and try to ensure the discussion represents the views of all the participants. Feel free to send any questions about your participation to either Bob or Laurie.


Resources

A major component of Universal Service: Pennsylvania is an on-line library of reference material on Universal Service issues from federal and state sources. The library also contains pointers to other materials of interest to libraries and schools. If you know of other materials that would be valuable for seminar participants, please help us expand the library. Write to

All information produced in the course of the seminar will also be placed on-line. You can access this material through from Information Renaissance's online archive.


How the Seminar Functions

There are two primary ingredients in the Universal Service: Pennsylvania online seminar. The first is the Web site, which you are presently visiting. The second is a set of electronic mailing lists, which are described below.

If you want to participate in the seminar, you must register by completing the on-line registration form. If you don't have access to a Web browser which can handle on-line forms, you can send e-mail to

info@info-ren.org
to request a registration form via electronic mail.

Discussions are archived weekly for easy review and reference.


What's Required

Once you have registered for the seminar you will be subscribed to one of several mailing lists, depending upon the mode of distribution (e-mail, digest or Web) that you selected when you registered. These subscriptions enable you to post material to the seminar's on-line discussion. As a participant you will be expected to make regular contributions to the discussion and to complete promptly all surveys. Specific expectations for each seminar participant are as follows:


Surveys

Periodic surveys will be posted on the web for participants to complete. Surveys are an efficient method to gather information and opinions from the group. Please complete surveys promptly. Results of surveys will be used to shape the group's overall discussion.


How to Post

Individual participation in the online seminar involves posting your comments to an electronic mailing list. To make a submission to the seminar, simply send a message to:

You must be registered in order to participate. If you have not already registered for the seminar, please do so by filling out the on-line registration form.
