My question is rather simple on the surface: Why is the process to get an e-rate discount so convoluted? (The 45 rural libraries in my district are already telling me that the process to get a 40 percent discount on about 400 dollars worth of service per year is way too difficult to be cost effective. Perhaps the other consultant librarians could shed more light on this issue, but right now, my small rural libraries are saying 'no thanks'. ((And I have held two district wide meetings to go through the process.)) >From my spot on the map, this process looks like a sure way to make certain that the small rural libraries will not be participating. Especially daunting is the concept that this will be an annual event?
