A general overview of the E-rate has been provided in the form of a concise 18 page document available on the PA Universal Service Web Site: http://www.cas.psu.edu/docs/pde/usf/index.html This guide contains an overview of the program, which services are eligible/ineligible, what counties are rural/urban, what steps are involved with the application process, and a list of online resources. This guide has been reviewed by members of the Task Force and the PUC and is one of the more accurate guides available.
