In my previously-posted summary of the Universal Service Task Force Report I should have given stronger emphasis to the Task Force's recommendation that the PUC should follow the federal program in its implementation of a Universal Service policy for Pennsylvania (point #2 of my summary). The Task Force's strong preference is that the federal program should prove adequate for the state and that there should be no need for a separate state Universal Service fund. The Task Force does recognize a need to measure the effectiveness of the program and advises the PUC to reconsider the question of a separate state fund if necessary. My summary contained this information but presented it in such a way as possibly to obscure the Task Force's strong preference for no separate state fund. I apologize for this error and thank a member of the Task Force for clarifying remarks on this issue. Please let me know if other aspects of the summary are confusing, inaccurate or incomplete. We will continue to urge members of the PA Department of Education and the PA Public Utilities Commission to review our summaries and the Frequently Asked Questions list so as to provide accurate information to schools and libraries around the state.
