Thanks for your postings in the first week of the seminar. If you look on the page entitled SEMINAR ACTIVITIES WEEK BY WEEK (/projects/us-pa/activities.html), you will find a brief summary of the answers given to the three questions which were the focus of last week's discussion. We have put together a group with a broad background and varied expertise. As we move to focus more directly on the Universal Service discount and its implementation in Pennsylvania, this diversity should help us to cover the majority of the issues relevant to this discussion. The broad topic of this week's discussion, as outlined on the ACTIVITIES or AGENDA page, has to do with the Pennsylvania Public Utility Commission and its steps to implement the federal program. On Wednesday of this week we expect to receive the report of the Task Force on Universal Service. You can find interim reports of the Task Force in the US:PA RESOURCE LIBRARY (/projects/us-pa/resources.html). One expects that Pennsylvania's implementation of the federal program will follow the general outline laid out in the FCC's May 7 ruling, since any significant deviation from this ruling would lead to an accounting nightmare for schools and libraries having to comply with divergent state and federal programs. If you believe this strategy to be flawed, now is your chance to state your opinions on this. If you endorse this strategy, you might wish to focus more closely on the implementation details, which we will explore in our discussions this week and next week. To assist in this discussion we are setting up a FREQUENTLY ASKED QUESTIONS list (FAQ) on the subject of Universal Service for Pennsylvania schools and libraries. I'll describe this list and some initial submissions for it in a separate message. For this week's assignment you are invited to augment the list of FREQUENTLY ASKED QUESTIONS and help us begin to answer those questions which have already been posted. The assembled list will be linked to the US:PA Web site. Thanks again for your participation. We'll try to assemble a fairly complete resource for Universal Service in Pennsylvania over the next two weeks.
