I also appreciate the CRL's constant attention to the needs of SMALL and 
RURAL libraries and Bernie Vavrek's wisdom on any issue.  The telecom 
costs here at EMPL in Monroe County (rated a rural area though it is 
turning into NYC/NJ West) will run at about $5,000 this year.  The 1998 
budget will reflect a need for about $6,500 when new lines and 
connections are added.
