My experience in this area:

I am the district administrator for our wide area network (17 sites). We currently lease our Internet service from CSUNet and our frame relay lines from General Telephone. I can provide a local perspective from a small school district that is heavily impacted (80% ethnic minority and 50% language minority)

What I hope to learn:

How to provide increased access in more cost effective manner to an underserved population.
