My experience in this area:

I have a policy focus on "Democracy and Technology" for the new Office of Technology for the State of Minnesota. As a "citizen" I started Minnesota E-Democracy an online citizen participation project that created the world's first election WWW site back in 1994.

What I hope to learn:

I am interested in coming to understand how the universal service fund will relate to advanced telecommunications and what decisions/scope of authority states will have in this area.
