My experience in this area:

I work with the public libraries in the state in developing and implementing their Internet connections; I'm also the library's contact with the other Internet networks in the state as well as telecommunication companies and the state Dept. of Computer Services.

What I hope to learn:

I'm interested in more details about universal service, what can be beneficial and what can be detrimental to libraries if special tariff discount are put in place. I also want learn what other participants are experiencing their states.
