My experience in this area:

I am the Access Manager for Plymouth Community Channel 3, the PEG access channel on State Cable TV's system serving Plymouth and several surrounding towns. Besides that I am the acting Chair of the Plymouth Community Channel 3 Committee, a municipal board appointed by the Plymouth Board of Selectmen, to plan for & manage operation of Channel 3. This background of leadership for community media on local level prepares me to comment on federal rules for funding the next level of advancement of telecomunications democracy. Professionally, I manage a media production lab at Plymouth State College. While the college is just in the planning stages of installing cable TV in student residence halls, we have extensive voice and data networking through out the campus. Internet and WWW are integral components of the data net. The college is recognized as a free standing, phone company by the NH Public Utilities Commission. In this information technology setting, my media lab is a provider of graphics services for web page production. As a member of the college's Computer Advisory Board, I am a contributor to the campus planning for information technologies.

What I hope to learn:

1. How the federal rule making process works.
2. What aspects of community level, media and communications are covered by the new telecom law.
3. How my community's media and communication needs can be addressed by federal funding and accompanying "strings" that such funding typically carries.
