My experience in this area:

I have extensive history in networking in: 1. military. Designed and ran programs dealing with LANs in ships, ship-shore networking... 2. emergency services. Networks in support of fire, police, ambulance, ... in a community. 3. K12 schools; I use the Monterey and Santa Cruz county school systems as lab for my own students.

What I hope to learn:

We need a program that accomplishes two things w/respect to school systems: 1. What does a complete network look like? (vendors, especially including those affected by the Act, tend to only understand part of the elephant). 2. What are the life cycle costs? Most K12 folks buy into networks the way teenagers buy their first cars -- they understand the down payment but none of the gas/oil/insurance/ mortgage/traffic ticket life cycle costs. 3. Realization of 2. above usually then requires some more explicit understanding of 'why Internet?' In view of the costs, it's important to understand exactly why we're making these investments.
