[1] NCLIS was established by P.L.
91-345 (19 July 1970) to conduct studies, surveys, and analyses, and to
appraise the adequacies and deficiencies of current library and information
services. The Commission advises the President and the Congress on the
implementation of national policies related to libraries and information
services.
