I enter this conversation from a school & library-media center where we
have access... direct access... and where any student may have a free
dial-in access.  In the future of the dial-in access may cause expansion of
the current system or some more limitations.  However, our access also
relates to parental control over the individual use of the system, and we
require an acceptable use contract before issuing password access at the
schools.  Our experience is short ... less than a year...
In terms of universal access, I would hope we would allow some local
control within a range of options.  Our district chose an alternative route
to the usual in Iowa and has been criticized....  Issues of technical
support and inservice training for teachers, especially related to
integration into existing and proposed curriculum, are also very important.
