If ISP's (Internet Service Providers) can give a break on access, the receivers should be willing to train their users. There also needs to be dialog between the suppliers and users to see that the needs of the education community are being met. My experience from ISP's is that they want to know how we can use our Internet access successfully in education. They want to supply us with what we need.
