  REGARDING           Comparison of services

In the articles presented for our browsing, one mentioned that would it be
fair to compare the services provided to cities the size of Los Angeles and
New York city with the smaller and less densely populated areas.

I was just wondering how the comparison could be accomplished so that it would
be fair and equitable to all. 

Hopefully the Board will be wise enough and informed enough to suggest an
equitable equation for comparison.

Until I read the articles I didn't fully realize just how much the rural areas
depend on telecommunications availability to reach the outside world and level
the playing field for their students and adults.
