This is to respond to Way Jane Wong:

Whether a company is regulated or unregulated is not an issue in this 
instance.  A company comes under the universal service provisions of 
theTelecommunications Act only if it is a "telecommunications carrier."  ISPs 
are not telecommunications carriers.
