Organizational Structure & Elections

Regional Coalition of Community Builders' (RCCB) programs and activities will be guided by a Steering Committee (SC). The first SC will be elected to serve for a two-year term from 1999-2000. RCCB serves the eleven counties making up the Southwestern region of the state which are Allegheny, Armstrong, Beaver, Butler, Cambria, Fayette, Greene, Indiana, Somerset, Washington and Westmoreland.

Steering Committee Composition.
1 elected representative per county -- 11 members
1 additional elected representative for Allegheny County*
(*County not including City of Pittsburgh) -- 1 member
2 elected City of Pittsburgh representatives -- 2 members
3 elected at-large members -- 3 members
4 at-large members appointed by the Steering Committee -- 4 members
TOTAL -- 21 members

Steering Committee Responsibilities.
Develop a process for electing the RCCB Steering Committee for the year 2001 and beyond
Appoint four (4) at-large SC members with the goal of strengthening the diversity of the SC
Carry out necessary outreach and elections to fill vacant SC seats to ensure representation of all counties in RCCB
Recruit new members in RCCB
"Feed in / out" information, resources and initiatives to and from communities participating in RCCB
Convening regional meetings, training workshops and gatherings
Resource development to support RCCB programs, activities and staff, interns and volunteers

Election Procedures for Steering Committee (SC).
Elections Committee:
The RCCB Planning Committee will select a three-person Elections Committee to manage and monitor the elections process in 1998. The two Co-Chairs of the 1998 Planning Committee will assist the Elections Committee in their duties as needed. The new SC will establish a Nominations / Elections Committee for this purpose in 1999.
Eligibility:
Residence and / or participation in community building for at least one year in the County or City the nominee seeks to represent.
Nominations:
Will be solicited prior to the November, 1998 RCCB Conference and accepted until 6 PM on the first full day of the Conference, Friday, November 13, 1998. A person may nominate him / herself.
Credentials:
Nomination forms must be completed (with information on residence and community-building experience) and signed by the nominee to be accepted by the Elections Committee.
Voting:
All registered participants in the Fall 1998 RCCB Conference will be eligible to vote for one SC member representing their place of residence, as well as vote to elect the three at-large SC members.
Order of Voting:
County and City representatives will be elected first, followed by the election of three (3) at-large members to be elected at the Conference.
