Denver franchise proposal

Please take a look at Denver's recent proposed franchise agreement with AT&T
at the following web address:
http://www.denvergov.org/dephome.asp?depid=388.  Denver has addressed many
of the issues we have been discussing in Pittsburgh including public access
channels, an institutional net, system upgrades, additional operational and
capital support, and a process for accountability to the public.  All
franchise agreements in Denver require voter approval and the issue will be
placed on the ballot in November.  This is one of the first such proposed
agreements with AT&T in the country so it will be helpful for us to become
familiar with the embedded issues.
