Texas. The City of Austin has an I-Net called for in its cable franchise
agreement. See SECTION 7. PROVISION OF INSTITUTIONAL NETWORK. of "Austin
CableVision Franchise Sections 6-13". The franchise was approved by
the Austin City Council at its meeting of June 13, 1996. The franchise calls
for the expansion of an exising I-Net constructed in the manner traditional
for Cable TV systems: it is a dedicated Cable TV system carrying both video
programming and data communications. In contrast to a consumer CATV system
which has almost all of its channels carrying signals from the cable system
master control to customers, these systems have their channels evenly split
between outbound and inbound transmission. ("Mid-Split")
In the same region, a data-communications-oriented
public sector network is the
Greater Austin Area Telecommunications Network (GAATN).It is a joint effort
of the Austin Independent School District (AISD), Austin Community College
(ACC), City of Austin, Lower Colorado River Authority (LCRA), Travis County,
The State of Texas represented by the State General Services Commission and
The University of Texas at Austin. It is owned and managed by the participants,
consisting of separate strands of fiber optic cable connecting the sites of
the GAATN participants.
