	Kam, I think this is one universal factor at all levels of
implementation / maitenance.   We have been thinking,
as we enter our third year with the Hawaii Education & Research Network
NSF project, that the "time" factor which plays no favors, may best be
viewed in another perspective:  reframing the conceptions of practices,
policies and organizational settings for development...providing ways of
learning (administrators, teachers, community) that are contextualized,
with no rigid borders, buildings, time with a balance of "inside" and
"outside" knowledge.  We have attempted to forge connections
between communitites of different role groups that hold different
perspectives with diverse ways of knowing...teachers, administrators,
university researchers, students.  we'd like to focus on this area, as we
do see the potential...which would address part of the "time" as well as
"budget" issue that Michael posted a few days back. 

How have you addressed this issue?  What are some of the other factors or
leverages you are experiencing,focusing on that have been challenges
...and what successes have you had?
