Competencies

Steve Bauman's discussion of "Technology and Teacher 
Change"  brought the question of whether or not there is 
or should be  a core list of technologically related 
competencies that would enable all teachers, regardless of 
discipline or area of study, to use electronic commuication 
tools effectively in developing curriculum, creating lessons,  
teaching classes and evaluating the programs  in which 
each is involved.
Having specified online documentation (web publishing, 
archived e-mail, message boards, electronic portfolios).... as 
helpful in reflecting and crystallizing  the changes that are 
taking place,  what would be the value of each in 
establishing standards and  baseline competencies?  Given 
the nature of web publishing for instance, how much 
understanding of HTML would be sufficient to develop 
curriculum or create lessons or teach classes in web 
publishing?  What else would one need to know in order to 
put the "new pedagogy in action"?
