Needs and Obstacles

A few questions on needs and obstacles come to mind and I'm wondering if 
others have wondered the same or have some answers/comments.

Some important issues we need to address:
	-Are projects hesitant to openly discuss what is not working?

	-How can we encourage open discussion about the administrative 
barriers to networking that too frequently exist? 


Possible obstacles to dissemination:
	-Are public information officers hesitant to generate press 
communications because they don't understand the "technology" project -- 
the goals, structure or benefits and are fearful of being asked questions 
they can't answer? Is this a reflection of the entire organization's  
lack of understanding about these activities? 

	-What can we do to cultivate a willingness among educators to 
take the time to research existing successes before dashing headlong into 
a project? Reinventing the wheel is becoming unacceptable but still far 
too common. Can new avenues of dissemination help to address this problem?
