Current Plan for Higher Education
The new master plan will incorporate the existing Master Plan
for Higher Education. Established in 1960 and most recently revised
in 1989, California’s Master Plan for Higher Education does
the following:
- Designates missions and functions for each of the three public
postsecondary systems:

Exclusive jurisdiction over professions and awarding doctorate
degrees; primary academic agency for research

Primary system for liberal arts and sciences and teacher education; primary
responsibility for meeting older & part-time students’ needs

lower-division level; advance state’s economic growth

Charged with providing quality teaching and assurance of the success of
underrepresented students

- Sets out access, admission and transfer directives, such
as:

against part-time students.
