Recommendation 38 needs to be withdrawn. There is no data to suggest that this idea will create a cost saving delivery system. A recommedation of this magnitude needs to be made thoughtfully and with a great deal of analysis and imput from the field. To treat it seriously simply on the basis of it being a trial ballon has no merit. The ballon can be popped as simply as it was blown up in the first place. Since when are we in the business of making recommendations without substance, and then treating them as though they were reasoned propositions that rested on data. It is irresponsible of the authors to elevate an idea, just an idea, to the level of it being included in a master plan as a recommendation and then expect it to be treated seriously. A plan implies that it is something you are going to do, an implementation strategy. I hope we are not going to active major changes simply because a small group of individuals floated an idea that appealed to them at the time. We need well thought out ideas that have been filtered through many levels of dialogue with the field and examined from all sides. Then and only then can an idea be respectfully considered. This idea deserves a sharp pin to the back side.
