I have to agree with Phil's comments regarding cutting through the confusing elements of the educational system. While this discussion of the plan can be confusing, I hope that the plan itself streamlines education in our state. I'd like to see the relationships between the State Superintendant of Schools, the State Board of Education, and the Secretary of Education more defined. Perhaps, that might eliminate some of the confusion.
