I can not support the notion that local control is being lost with this new master plan. The voter of California have repeatedly supported the desirer to maintain their county voice in education by electing their county superintendent. We continue to move towards centralized state control and we are leaving out our most important voice. That of parents speaking for their children. Leadership is most effective closes to the school house door. I can not see the logic in regional control and bigger government offices. The break down in communication ios one of our big problems in Calif. We have more K-12 growth each year in Calif. than many states have in their total K-12 population. Local control to local people is the foundation of our great nation.
