In response to the concern raised by Ze'ev Wurman, I am concerned that you reached a conclusion that the MP says many parents are inadequate and the state could do a better job. What the draft attempts to say is that many children enter the formal public education system at a disadvantage and that disadvantage is exacerbated over time through no fault of the the child. What is worse, the disadvantage is often not recognized by educational providers and therefore not appropriately addressed. The MP seeks to address these realities by attempting to connect multiple service providers to provide the developmental screenings, assessments, and stimuli to ensure that such students are in a position to benefit fully from education. There are few places for new parents to turn to find out the "right things" to do in raising children, particularly if they do not enjoy positive family relationships. Poor parents may not believe they can afford to provide what they have been told, or believe intuitively, is in the best interest of their child. The MP seeks to provide convenient ways for such parents to find help in making decisions in the best interest of their child and locating the assistance to help them implement those decisions. if you can suggest better ways to make that intent clear, please share them with us. |
