While Phil refers to the VAULT concept, CTAP (California Technology Assistance Project) is in the process of implementing a technology survey and log of all K-12 certified teachers. The information is available to those who wish to review it. The bigger concern is that new teachers act as a conduit from the Universities channeling new information from these centers of knowledge to field personnel. Unfortunately, we are now finding that the universities are a bit behind when compared to what their graduates are facing in the field. The Master Plan might need a feedback component to help these intellectual bastions spot trends that their graduates face in the field. The time required for courses to be implemented in programs needs to be reduced. Some Universities are actually providing more relevant programs through extension courses because they take too long to go through the normal academic channels. Education is a dynamic field that is starting to gain access to more relevant research that applies to the classroom. Unfortunately, the research appears to be coming from everybody else except those in education (slight exaggeration).
